On January 1st this year, a new regulation came into effect in Quanzhou, requiring that several key product categories—including textiles and clothing, disposable hygiene products, solar lights, baby carriages, and their parts—must now pass inspection and quarantine before being exported. This information was confirmed by the Quanzhou Entry-Exit Inspection and Quarantine Bureau.
The notice was issued by the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (AQSIQ), which officially included these items under the "Cyber Inspection Catalogue" on January 1, 2009. Prior to this, a two-year transitional period had been in place, during which newly added products were not subject to mandatory inspections or fees. However, that period has now ended, and all previously listed products must now meet the required standards before they can be exported.
According to local reports, the products affected include infant and children’s clothing, undergarments, shirts, pajamas, swimwear, diapers, sanitary napkins, toilet paper, and more. Over 400 companies in Quanzhou are impacted by this change, with an estimated annual export value of around $10 billion. This development is expected to have a significant impact on local manufacturers, who will now need to adjust their production and compliance processes accordingly.
This regulation underscores the growing emphasis on quality control and consumer safety in international trade, particularly for products commonly used by children and in daily life. Companies in Quanzhou are now working closely with inspection agencies to ensure their goods meet all necessary requirements and avoid any delays in the export process.
