On the 26th, a reporter learned from the Chengdu government that the city is actively seizing the opportunity of industrial transfer from the eastern region, particularly in the textile and apparel sector. Chengdu is focusing on expanding its home textiles, casual wear, and children's clothing industries, aiming to build a strong and competitive textile and garment industry by 2015. The goal is to have 1,000 large-scale enterprises in the sector, generating a new output value of 20 billion yuan.
Recently, Chengdu released the "Implementation Opinions on Actively Accepting the Transfer of Textile and Apparel Industry," outlining a clear roadmap for growth. By 2015, the city aims to have 1,000 scale-up textile and apparel companies, generate 20 billion yuan in new production value, and create 250,000 jobs. Additionally, the city plans to cultivate or introduce one enterprise with over 1 billion yuan in revenue, two with 500 million yuan, and 50 with 100 million yuan. A textile and apparel industrial park covering at least 8.6 square kilometers will be developed, complete with advanced infrastructure, to support the formation of industrial chains in home textiles, children’s wear, and casual wear. This initiative is expected to significantly enhance the integration and market competitiveness of the local textile and apparel industry.
According to the plan, Chengdu will prioritize attracting well-known brands, R&D centers, design studios, marketing departments, and headquarters operations in the high-end segments of the textile and apparel supply chain. The city will also support textile and apparel companies in upgrading their technology, building headquarters economies, and launching major new projects. Infrastructure and public service platforms within garment industry parks will receive additional investment and development.
To further facilitate this transformation, Chengdu will establish a dedicated service platform for the textile and garment industry. This platform will work closely with financial institutions to provide diverse and high-quality services such as account opening, settlement, banking, and financial management for transferring enterprises. Quality customers will be given access to “green channels,†allowing them priority in credit approvals and accounts receivable pledges. These efforts are designed to streamline the process and ensure smoother transitions for businesses relocating to Chengdu.
With these strategic moves, Chengdu is positioning itself as a key player in the textile and apparel industry, leveraging both domestic and international opportunities to drive sustainable economic growth.
