On the 26th, a reporter learned from the Chengdu government that the city is seizing the opportunity of industrial transfer from the eastern region, particularly in the textile and apparel sector. By actively accepting this shift, Chengdu aims to expand its home textiles, casual wear, and children's clothing industries, with the goal of having 1,000 large-scale enterprises in the sector by 2015, generating a new output value of 20 billion yuan.
Recently, Chengdu released the "Implementation Opinions on Actively Accepting the Transfer of Textile and Apparel Industry," outlining clear targets for the industry’s growth. By 2015, the city expects to have 1,000 scale-up textile and apparel companies, generate 20 billion yuan in new production value, and create 250,000 jobs. Additionally, the plan includes cultivating or introducing one enterprise with over 1 billion yuan in revenue, two with 500 million yuan, and 50 with 100 million yuan in sales. The city also aims to establish an 8.6 square kilometer home textile and garment industrial park with complete infrastructure, promoting industrial chains in home textiles, children's wear, and casual fashion. This initiative is expected to enhance industry integration and boost market competitiveness.
According to the guidelines, Chengdu will focus on attracting well-known brands, R&D and design centers, marketing operations, and headquarters of high-end textile and apparel companies. The city will support enterprises in technological upgrades, the development of headquarters economies, and the implementation of major new projects. It will also assist in building infrastructure and public service platforms within garment industry parks.
To further facilitate the transition, Chengdu plans to set up a dedicated service platform for the textile and garment industry. This platform will coordinate with financial institutions to offer diversified and high-quality services such as account opening, clearing, banking, and financial management for transferring enterprises. Quality customers will be given access to "green channels," with priority in credit issuance and accounts receivable pledges. These measures aim to streamline the process and provide robust support for the growing textile and apparel sector in Chengdu.
